Welcome to the Website of the Yogyakarta – Central Java Community Assistance Program which is an Australia Indonesia Partnership activity.

The Program commenced in September 2006 after AusAID engaged the services of RHK Project Management in association with IDSS as the Community Based Assistance Provider (CBAP) to manage small scale community based rehabilitation works and to flexibly respond to the needs identified at the time of engagement around a broad context of reconstruction and provision of skills.

With the official Program Document as the starting point, in October the Program produced an Interim Report outlining the proposed approach and strategy together with a number of quick impact activities for the first 12 weeks of the program.

The broad details (costs are indicative only) for this period as agreed by the meeting of the first PMG in November 2006 are as follows:

Emergency Shelter Assistance (A$ 700,000)
  Purchase 30,000 tarpaulins
  Coordinate distribution

WatSan (A$ 400,000)
  Well & Latrine Refurbishment for communities
  Possible program for schools

Register NGOs & Livelihoods (A$ 250,000)
  Support active & successful NGOs
  Grants for quick impact activities

A more ambitious Six Month Rolling Plan (6MRP1) was also approved by the PMG which includes representatives from Central, Provincial and District government, AusAID as well as the program.

The major components and budget allocations (indicative only) of the 6MRP1, covering a 6 – 9 month period, are as follows:

Health Clinic Upgrade (A$ 2,031,000)
  Model buildings, training, demonstration, preparedness
  Selection (60 units) includes government priorities

Rehabilitation Grants (A$ 1,071,000)
  Household life and income generation
  Selection of NGOs and proposals

School Readiness (A$ 3,535,000)
  Upgrade with links to local industry
  Completion (30 classroom units) by July 2007 school start

The activities currently proposed by the program have been designed to be consistent with the focus described in the Government’s Action Plans (Rencana Aksi) and extensive contacts have been established and maintained with a range of government agencies.

The program strategy is designed to assist in the rebuilding of selected communities as a whole by identifying and addressing a range of major concerns which together will assist the people to better help themselves. The type and level of such assistance is determined by the community in conjunction with the program and bearing in mind both social and technical aspects.
