The purpose of the proposed Yogya-Jateng Community Assistance Program is to provide short and medium term assistance to affected communities, to assist roll-out of reconstruction programs.  The program budget is $A30m, which will be disbursed over a 24-month period, with a possible 12-month extension depending on the situation in the field.

The program will be delivered by a mix of funding and implementation mechanisms, designed to:

  • be fast, flexible and responsive
  • mobilise and strengthen existing local capacity
  • fill needs not reached by the programs of GoI and other donors
  • have an immediate focus on rehabilitation

These will include support to affected households and SMEs, small grants to local non-government and community based organisations, procurement of materials, and the use of roving teams of locally employed skilled workers to implement high value, quick-impact rehabilitation projects.

The program will focus initially on the districts of Klaten and Bantul, and will expand to other districts based on need, and progress in the field.
The goal of the program is to assist affected families and communities to return as quickly as possible to normality in the three areas of life most severely affected by the earthquake:

  • household life
  • income-producing activities
  • schooling

Each component of the program will adopt different approaches, focussing first on the immediate quick impact, and then transitioning to medium and longer-term strategies.
